Layton City Prohibits Fireworks in All Public Parks and Expands Aerial Firework Restrictions
LAYTON - Layton City has enacted new measures to enhance public safety and reduce fire hazards during the fireworks season. As of September 19, 2024, Ordinance Resolution 24-27 prohibits the discharge of fireworks in all public parks and expands the restricted zones for aerial fireworks within the city.
Since 2011, Layton City has implemented restrictions on aerial fireworks in wildland interface areas. Designated areas such as Andy Adams Park and Sandridge Park were previously available for citizens to discharge legal fireworks. However, these parks experienced excessive use, including large, non-permitted firework displays that raised significant life safety concerns.
Consumer-grade fireworks, classified as 1.4 explosives, pose risks due to their high-speed projectiles and explosive properties. Aerial fireworks can reach heights of 150 feet and travel at speeds exceeding 100 miles per hour, increasing the potential for severe injuries and property damage. Many of these products lack consistent safety standards due to overseas manufacturing.
To address these issues, the new ordinance establishes the following restrictions:
  • All fireworks are banned east of U.S. Highway 89 within Layton City boundaries.
  • Arial fireworks are restricted as follows:
    • West of U.S. Highway 89 and east of Fairfield Road, from the southern city border to Church Street.
    • West of U.S. Highway 89 and east of Church Street, from the intersection of Church Street and Fairfield Road to State Highway 193.
    • North of State Highway 193 to the border with Hill Air Force Base.
The Fire Chief has the authority to prohibit fireworks during hazardous conditions citywide or in specific areas. Violations of the ordinance may result in criminal prosecution and fines up to $1,000. A zero-tolerance policy will be enforced for illegal fireworks within city limits.
Layton City Fire Chief Kevin Ward emphasized the importance of firework safety, stating "Our goal is to protect the community while encouraging safe alternatives," said Ward. "Even legal fireworks carry risks, and we strongly recommend attending professional displays instead."
Residents are reminded to soak expended fireworks in water overnight before disposal and avoid the use of sky lanterns, as prohibited under Layton City Ordinance Title 9.
